You can use the Min Visible Size and Max Visible Size settings (in the Data Points (Default) section) to set the smallest and largest allowed size. The visual will then use the values in this field to calculate and apply marker sizes for each data point.
Marker sizes will be scaled by using the lowest value in the column/measure as the minimum size, and largest value as the maximum size.

You can use Power BI aggregation settings (Sum, Average, Min, Max, First, Last, Count, etc.) for columns added to this field and you can switch between measures using field parameters.
