"Creator" is a person with Power BI Pro license or Power BI Free license who imports Drill Down Visual in a report and/or edits a report containing Drill Down Visual and/or publishes the report in Power BI Service and/or Power BI Report Server and/or publishes the report in a website (in which case separate EVSL license is required) and/or sends PBIX file directly for consumption to other user.
