Yes. If you have chosen a subscription model where you need to apply the license credentials manually,  you will receive a single license key and hash value per organization (unless individually requested otherwise) to be used by all Report Developers to activate paid features in all Drill Down Visuals. Report viewers won’t need to enter license key to see and work with reports having our visuals, they just need a physical access to reports themselves.

If you are purchasing the visuals in AppSource, the license will have to be assign to each user via Microsoft 365 Admin Centre. License will be automatically applied once a user is signed into Power BI.
