Adjust the legend block's behavior in relation to other elements of the visual.
- Off (default): The legends block will have a 'safe zone' that ensures that the chart elements do not overlap with the legend items.
- On: The legend items will be displayed on top of the chart area. This may cause overlap if the user moves the chart or zooms in.
